The Saudi government reiterated that dialogue remains essential to achieving de-escalation, as news of progress in discussions were reported on Tuesday that could see a deal to end the conflict between the US and Iran.

Saudi ministers, in their meeting chaired by Crown Prince Mohammed bin Salman, emphasized that Riyadh's position is based on prioritizing dialogue to reduce tensions with Iran.

During this meeting, the need to increase ongoing efforts to achieve a ceasefire and pave the way for the implementation of political solutions aimed at strengthening regional security and stability was strictly emphasized.

Washington and Tehran have been engaged in an intense regional war since Feb. 28, when Israel and the US launched a joint unprovoked war of aggression against Iran which led to the assassination of the country’s high-ranking officials, including Leader of the Islamic Revolution Ayatollah Seyyed Ali Khamenei, senior military commanders.

Satellite Imagery Reveals Damage at Yanbu Oil Facilities

Burn scars are visible around an Aramco spherical storage tank at the Yanbu Bulk Plant [23.954322, 38.304607], pointing to damage at the site. Nearby, the Alhamrani-Fuchs Blending & Grease Plant in Yanbu Industrial City appears to have sustained far heavier damage, with much of the facility seemingly destroyed by fire.

The Yemeni Armed Forces' [YAF] spokesperson, Brigadier General Yahya Saree, announced on Saturday that Sana'a carried out two attacks against Saudi assets in response to Riyadh's “blatant and criminal" aggression.

The first operation targeted the Jizan facility using dozens of ballistic missiles and drones, and the second strike was against Aramco-affiliated facilities in Yanbu with ballistic and cruise missiles, as well as drones.

The YAF targeted the facilities in Yanbu again on Monday, stating that its fighters "struck several targets and critical points along the supply and transport routes for crude oil from eastern Saudi Arabia to Yanbu".

Thermal data shows two fires of around 120MW each erupted at opposite ends of the Alhamrani-Fuchs Blending & Grease Plant in Yanbu Industrial City on Saturday, with no other thermal anomalies recorded at the site throughout July.

The findings contrast with Saudi claims, despite Greek security sources confirming that a Greek-operated US-made Patriot system intercepted two Yemeni ballistic missiles targeting the Yanbu refineries that day.

The strikes have significantly reduced Saudi Arabia's export capacity, with Yanbu's loading volumes dropping nearly 40% since July 19—from about 5.16 million to 3.09 million barrels per day, according to Windward's analysis of Vortexa data.

Further south, Aramco also shut its 400,000-bpd Jizan refinery after the strikes damaged key facilities and sparked a fire that has continued burning since the attack.

Satellite images further showed fire damage at Aramco's Abqaiq facility following a drone strike, with NASA detecting multiple hotspots.

OSINT reports also indicated major damage to several crude-processing units. Combined with strikes on Yanbu and Jizan, the attacks appear to have disrupted Saudi Arabia's East-West Pipeline export route.

US Signs Landmark Nuclear Deal with Saudi Arabia

In a statement on Wednesday, the US Department of Energy said its secretary, Chris Wright, and his Saudi counterpart, Prince Abdulaziz bin Salman, signed a “peaceful nuclear cooperation agreement”, along with a “bilateral safeguards agreement”.

The full details of the deal have yet to be released, but the timing of the announcement is controversial, as the US’s war with Iran is being fought in part to prevent Tehran enriching uranium domestically and make it near-impossible for Iran to build a nuclear weapon.

A civil nuclear deal with Saudi Arabia has been in the works for years during both Donald Trump’s first administration and that of former president Joe Biden. No deal has come together before now, in part because of warnings from nonproliferation groups who say that it could offer Saudi Arabia a path to develop a nuclear weapon.

The deal will be submitted to Congress for review, where it could face opposition among lawmakers who fear a lack of monitoring safeguards to restrict Saudi Arabia’s uranium enrichment.

Saudi Arabia has in the past said it would need a nuclear weapon if Iran acquired one, an intention Iran has repeatedly denied. But in lengthy talks stretching over more than one administration, the US also feared that Riyadh would look elsewhere for nuclear technology if the US did not provide what it wanted. Saudi Arabia has long said if it does not partner with the US, it could partner with China or Russia which have different proliferation standards.

In a report to Congress earlier this year, the US administration urged support for the US-Saudi nuclear deal, in part to “prevent strategic competition from seizing an opportunity to undermine United States national security interests for decades to come”.

The report also argued that the US must seize the opportunity to expand nuclear cooperation to “re-establish our leadership in the global civilian nuclear energy market and reap the benefits of expanded influence in foreign countries hosting our reactors”.

According to the US energy department, the Saudi partnership agreed on Wednesday is expected to expand American nuclear technology exports, create “high-paying” US jobs, and “strengthen America’s energy and national security posture”.

Thousands assembled at Al-Sabeen Square in the capital, while similar rallies were held in hundreds of public squares across multiple provinces.

Yemen's Supreme Political Council President Mahdi al-Mashat said that whenever Ansar Allah leader Sayyed Abdul Malik al-Houthi issues a warning, "the Yemen of faith and wisdom responds," urging supporters to "set your clocks to Sanaa time."

Al-Mashat added that legitimate rights and just demands would ultimately prevail, declaring, "Either rights for all or no rights for anyone."

During the demonstrations, the head of the Yemeni Scholars Association, Sheikh Shams al-Din Sharaf al-Din, announced that Yemen had authorized Sayyed Abdul Malik al-Houthi to take any decisions necessary to defend the country.

Sharaf al-Din said Yemen would not allow its opponents to achieve their objectives and stressed that the blockade imposed on the country should be treated as an act of war.

He also called on the Yemeni Armed Forces to raise the level of military response, saying the country remained at the highest level of readiness to support all fronts.

Sharaf al-Din reaffirmed Yemen's support for the Palestinian cause, Hezbollah in Lebanon, and the Islamic Republic of Iran.

The demonstrations came days after a Saudi strike targeted Sanaa International Airport, followed by a Yemeni Armed Forces operation against Abha Airport inside Saudi Arabia.

Riyadh Reportedly Seeks Third-Party Mediation with Yemen Authorities

It comes amid concerns that a fresh wave of violence between the two sides could be unleashed.

According to the Lebanese Arabic-language al-Akhbar daily newspaper, Riyadh has taken steps to engage regional and international mediation efforts concerning Yemen, in response to attacks on Sana'a International Airport and subsequent retaliatory strikes from Yemen, as fears of a fresh outbreak of violence are rising.

Authorities from the Sana'a-based Yemeni government have once again cautioned civilian airlines against operating in Saudi airspace, suggesting that attacks may increase unless the restrictions on Sana'a airport are lifted.

Officials emphasized their determination to close the kingdom's airports if the Saudi blockade remains in effect, calling for the total resumption of commercial flights "without obstruction."

In response, Riyadh has engaged in mediation initiatives spearheaded by Oman and Qatar to mitigate the escalation. Informed political sources said Saudi Arabia has communicated to mediators that it is not accountable for the recent attack on Sana'a airport, instead placing the blame on the Aden-based Yemeni government, which is allied with Riyadh.

A Yemeni military source, however, dismissed the Saudi narrative, stating, "The forces in Sana'a have identified the type of missiles employed in the attack on Monday... The aircraft responsible for the strike on Sana'a International Airport was Saudi, and the missiles deployed were British-made Storm Shadow tactical missiles... which are exclusively in the possession of Saudi forces."

Abha International Airport in southern Saudi Arabia remains closed due to recent retaliatory strikes from Yemen.

In light of this development, the military media bureau of the Ansarullah resistance movement has released a new "target map" that includes all Saudi airports, highlighting what analysts interpret as a willingness to broaden their operations despite ongoing diplomatic initiatives.

Amid worries of further escalation, Saudi Arabia has encouraged UN Special Envoy for Yemen, Hans Grundberg, to amplify his efforts.

Grundberg held discussions with Ansarullah's chief negotiator Mohammed Abdulsalam, along with Omani officials, focusing on de-escalation and the preservation of the fragile tranquility that has been in effect since the April 2022 ceasefire.

Although the specifics of the UN proposal are not yet fully known, it is thought that the discussions include humanitarian initiatives, such as salary disbursements, the reopening of roads, the removal of air travel restrictions, and the exchange of prisoners.

Sources in Sana'a, however, emphasized that maintaining pressure on the ground is crucial.

"Military actions against Saudi Arabia are the sole assurance for the execution of any agreement," one source said, implying that Saudi Arabia's requests for mediation are intended to prevent additional attacks and postpone the resolution of disputed matters.

Lebanon Pushes UNESCO Bid for Historic Fortresses

Lebanon's Minister of Culture, Ghassan Salame, told RIA Novosti that a meeting with UNESCO officials is set to take place in the near future in South Korea.

"We have submitted an urgent request to the World Heritage Committee, which is scheduled to meet on July 17 in South Korea, to add five Jabal Amel fortresses", Salame told the outlet.

A number of these sites have already sustained indirect and direct damage due to "Israeli" aggression against the South. Salame said, adding that the Shamaa mosque, which houses the historic shrine of Shamoun al-Safa, was targeted directly by "Israel", which led to the collapse of three of its four domes.

Salame highlighted concerns as "Israel" alleged that there were tunnels underneath Beaufort Castle, and urged that a diplomatic and public information campaign be initiated to demonstrate that the Israeli claim is false.

In June, Salame spoke about the historic sites that "Israel" damaged or destroyed during its aggression against Lebanon.

Speaking to Reuters, the culture minister said that the authorities have yet to assess the extent of damage caused by "Israel" in the south.

His comments came shortly after a ceasefire agreement was signed, adding at the time that "Israel" was preventing officials from conducting damage assessment operations, noting that "We cannot work under the shadow of occupation."

Salame discussed "Israel’s" occupation zone in South Lebanon, highlighting its religious and sectarian diversity and the presence of various places of worship.

He stated that entire villages had been erased, adding, "There are villages that have been completely bulldozed."

Beyond the occupied areas, "Israeli" airstrikes also struck historic cities including Tyre, Nabatieh, and Tebnine. Salame expressed concern that Tebnine's Crusader-era fortress may have sustained damage during the bombardment.

"Heritage is not only Roman and Phoenician antiquities," Salame said. "Heritage is also historic buildings, archaeological sites, and buildings with a cultural function."

The UNESCO World Heritage city of Tyre was heavily affected by the "Israeli" aggression, including a crown being blown off an ancient Roman column.

A pilgrimage site in the city, revered by both Muslims and Christians, was reportedly destroyed in another southern Lebanese town. "Israeli" strikes also caused heavy damage to the Mamluk-era market in Nabatieh and razed centuries-old villages along the border.

Saudi-led Coalition Vows 'Unprecedented Force' if Kingdom Hit

The Saudi-led coalition in Yemen announced on Saturday that it would respond with "utmost firmness" and "unprecedented force" to any attempt to target Saudi territory, following a standoff over Yemeni airspace.

In an official statement, the coalition said it would "confront any attempt to target the Kingdom, its citizens, or its national capabilities, or to undermine the sovereignty of the Republic of Yemen," stressing that any response would be carried out in accordance with international humanitarian law and customary rules.

The statement came just hours after Yemen's Armed Forces (YAF) warned they would strike Saudi airports and the Kingdom's vital land and maritime interests if Saudi Arabia continued "ongoing violations of Yemeni airspace," or launched an aggression against the country.

The warning followed an incident in which Saudi warplanes entered Yemeni airspace in an attempt to block an Iranian civilian aircraft from landing at Sanaa International Airport.

Saree: Saudi planes targeted after entering Yemeni airspace

Military spokesperson Brigadier General Yahya Saree said the incident took place at approximately 5:20 am local time, when Saudi fighter jets entered Yemeni airspace as an Iranian civilian aircraft carrying more than 200 Yemeni citizens approached Sanaa. Saree said those on board included stranded civilians, wounded individuals, and patients returning to the country.

According to Saree, Yemeni air defense units responded by firing several surface-to-air missiles at the Saudi aircraft, forcing them to withdraw from Yemeni airspace and allowing the Iranian plane to complete its landing at Sanaa International Airport.

In a subsequent statement, Yemen's Armed Forces warned Saudi Arabia against repeating violations of Yemeni airspace or carrying out any future aggression against the country, saying any similar attempt would be met with a comprehensive response targeting Saudi airports and other vital interests on land and at sea.

The statement also reiterated Yemen's rejection of the ongoing Saudi-US blockade, with Saree stating that Yemen's forces remain fully prepared to implement any directives issued by Ansar Allah leader Sayyed Abdul-Malik al-Houthi.

Sanaa International Blockade under blockade

Sanaa International Airport has been under an air blockade imposed by the Saudi-led coalition since August 9, 2016, when the closure to commercial flights was first enforced.

The blockade also halted the transport of commercial goods, medicines, and humanitarian supplies through the airport, deepening Yemen's humanitarian crisis and inflicting significant economic losses on the country.

While limited flights to select destinations have resumed at various points, the airport has continued to face repeated closures and airstrikes that have destroyed large sections of its infrastructure.

Sanaa International Airport is Yemen's principal air gateway, providing access for nearly 80% of the country's population, or approximately 20 million people.

The ritual followed the overnight transition through Hajj's sequential stages. On Tuesday evening, pilgrims completed the standing at Arafat, the central pillar of the pilgrimage, before moving to Muzdalifah, an open plain between Arafat and Mina.

The Saudi Ministry of Hajj and Umrah confirmed pilgrims had settled in Muzdalifah, where they performed the combined Maghrib and Isha prayers and collected the small pebbles used in the stoning ritual.

After spending the night there, pilgrims headed to Mina following the dawn prayer.

The stoning of the Jamarat, a key Hajj ritual commemorating Prophet Ibrahim’s rejection of the devil, involves pilgrims casting seven pebbles at three pillars in Mina, starting with the al-Aqabah pillar on Eid al-Adha, with Saudi authorities reporting orderly movement and full deployment of security and emergency services at the site.

After the stoning ritual, pilgrims continue Yawm al-Nahr rites including animal sacrifice [Hady], hair cutting, and circumambulation of the Kaaba, followed by further stoning during the Days of Tashreeq and the final farewell Tawaf, with Saudi Arabia reporting over 1.7 million pilgrims this year.
